The Civic and Social Council
This is an advisory and participatory body for the management of the Landscape of Light, composed of organizations and entities representing social and economic interests linked to the World Heritage Site or with expertise in the field.
On September 30, 2025, the Madrid City Council unanimously approved the Agreement creating the Civic and Social Council for the site, now declared a World Heritage Site, adapting its content to current needs and superseding the agreement created for the nomination process, which had been in effect until then.
The participation of associations, groups, and other entities within the area of the site, its buffer zone, adjacent areas, and the city in general, with a legitimate interest in the Landscape of Light, guarantees the inclusive nature of the site’s management system. This entails the involvement and active participation of the general public’s network of associations in the management and dynamics of the site.
In this way, the Civic and Social Council enables and ensures the presence and participation of citizens in proposing actions and in their monitoring and evaluation. This body is structured into working groups, which are crucial for achieving a participatory, inclusive, and dynamic management system. The proposals from these groups are submitted to the Plenary Session of the Civic and Social Council, where they are debated and either approved or rejected.
These working groups address different issues that affect the Landscape of Light, such as Science and Innovation, Heritage Education, Heritage conservation and improvement of the Urban Landscape, Nature, Cultural Activities and Dissemination, Sustainable Tourism and Safety.
